A native of Larne, Northern Ireland, he holds a Bachelor of Science in Management Information Systems from Gannon University and a Juris Doctorate from Cleveland Marshall College of Law, and he is a licensed member of the Ohio Bar.

Dean Campbell operated a private legal practice before joining Lock Haven University in 1999 as Women's Soccer Coach. His teams captured back-to-back Pennsylvania State Athletic Conference (PSAC) championships and NCAA Tournament berths in 1999 and 2000, earning him PSAC and NCAA Regional Coach of the Year honors both years.

He subsequently served in the Department of Athletics for over a decade, advancing to Interim Director of Athletics and contributing to three Dixon Trophy-winning programs. His national committee service included two terms as chair of the NCAA Division II Women's Soccer Championship Committee and one term as chair of the NCAA Soccer Rules Committee.

Dean Campbell transitioned to full-time faculty in 2013 in the Department of Sport Studies at Lock Haven University, where he was elected Department Chair in 2020. He has been recognized with the Linda J. Emanuel TLC Peer's Choice Award for Advising and the APSCUF State-Wide Distinguished Service Award. He also served as APSCUF Campus President and represented faculty in contract negotiations.

Within the Zeigler College of Business, Dean Campbell has served as Department Lead, Assistant Department Chair, Program Coordinator for Sport Management, and, most recently, Interim Dean.
